The topic was <\/span><span class=\"s5\">of course <\/span><span class=\"s5\">license agreements<\/span> <span class=\"s5\">and<\/span><span class=\"s5\"> Open Access<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s6\"><span class=\"s7\">On <\/span><span class=\"s7\">January 26 it was announced that Danish universities had entered into a new license agreement for the coming <\/span><span class=\"s7\">four <\/span><span class=\"s7\">years, which <\/span><span class=\"s7\">mean<\/span><span class=\"s7\">s<\/span> <span class=\"s7\">that Danish researchers <\/span><span class=\"s7\">c<\/span><span class=\"s7\">an<\/span> <span class=\"s7\">breathe <\/span><span class=\"s7\">a sigh of relief, at least for now.<\/span><\/p>\n<p class=\"s6\"><span class=\"s7\">The main points of the agreement are:<\/span><\/p>\n<div class=\"s9\"><span class=\"s8\">\u2022 <\/span><span class=\"s7\">The price of journal subscriptions remains the same for the entire period. <\/span><span class=\"s7\">It is based on the 2020 price.<\/span><\/div>\n<div class=\"s9\"><span class=\"s8\">\u2022 <\/span><span class=\"s7\">The parties mentioned in the agreement have full, unaltered access to 75% of the Elsevier Freedom Collection (this used to be 100%).<\/span><\/div>\n<div class=\"s9\"><span class=\"s8\">\u2022 <\/span><span class=\"s7\">Free Open Access publishing of the final Elsevier version of an article, with a Creative Commons BY license, when the author is corresponding author and affiliated with an institution that is a <\/span><span class=\"s7\">part of<\/span><span class=\"s7\"> the agreement. However, several hundred Gold Open Access Elsevier journals and a list of about 170 titles under the licenses (not yet specified) are not part of this contract.<\/span><\/div>\n<div class=\"s9\"><span class=\"s8\">\u2022 <\/span><span class=\"s7\">A price increase of 1<\/span><span class=\"s7\">,12<\/span><span class=\"s7\">% on other Elsevier resources, such as Scopus, for all institutions.<\/span><\/div>\n<p class=\"s6\"><span class=\"s7\">For one of the universities under the agreement, The University of Southern Denmark, this means that about 1.2 mill<\/span><span class=\"s7\">ion<\/span><span class=\"s7\"> Euro<\/span><span class=\"s7\">s<\/span><span class=\"s7\">, or about 26% of the library budget for electronic materials, will be reserved to Elsevier in 2021. The funding is distributed with around 1 mil<\/span><span class=\"s7\">lion<\/span> <span class=\"s7\">Euro<\/span><span class=\"s7\">s<\/span><span class=\"s7\"> paid for subscription to the journal package \u201cFreedom Collection\u201d. In addition, the library subscribes to other resources outside the current agreement: e.g. the reference data<\/span> <span class=\"s7\">base Scopus, the <\/span><span class=\"s7\">bibliometric<\/span><span class=\"s7\"> data<\/span> <span class=\"s7\">base<\/span> <span class=\"s7\">SciVal<\/span><span class=\"s7\">, various individual journals and digital reference works, and the software <\/span><span class=\"s7\">underlying<\/span> <span class=\"s7\">the research registration system, PURE.<\/span><\/p>\n<p class=\"s6\"><span class=\"s7\">The University Library of Southern Denmark has also been paying around 100.000 Euro annually for <\/span><span class=\"s7\">article processing charges (<\/span><span class=\"s7\">APCs<\/span><span class=\"s7\">)<\/span><span class=\"s7\"> for <\/span><span class=\"s7\">O<\/span><span class=\"s7\">pen <\/span><span class=\"s7\">A<\/span><span class=\"s7\">ccess publishing, <\/span><span class=\"s7\">which meant that <\/span><span class=\"s7\">the university\u2019s <\/span><span class=\"s7\">budget <\/span><span class=\"s7\">had all <\/span><span class=\"s7\">been <\/span><span class=\"s7\">fully <\/span><span class=\"s7\">spent <\/span><span class=\"s7\">before<\/span><span class=\"s7\"> yet another agreement. Previous agreements with Elsevier have brought annual price increases of 3-5%.<\/span><\/p>\n<p class=\"s6\"><span class=\"s7\">Therefore, <\/span><span class=\"s7\">the<\/span><span class=\"s7\"> good news <\/span><span class=\"s7\">is <\/span><span class=\"s7\">that this part of the universities\u2019 contract with Elsevier has now been settled.<\/span><\/p>\n<p class=\"s6\"><span class=\"s7\">Remaining issues include the <\/span><span class=\"s7\">following: <\/span><\/p>\n<p class=\"s6\"><span class=\"s7\">&#8211; <\/span><span class=\"s7\">the<\/span><span class=\"s7\"> agreement only <\/span><span class=\"s7\">covers<\/span> <span class=\"s7\">the Freedom Collection<\/span><span class=\"s7\">;<\/span><\/p>\n<div class=\"s10\"><span class=\"s7\">&#8211; <\/span><span class=\"s7\">the <\/span><span class=\"s7\">limitation to \u201ccorresponding author\u201d has a unknown impact on the national Danish Open Access strategy and library <\/span><span class=\"s7\">services related to Open Access<\/span><span class=\"s7\">;<\/span><\/div>\n<div class=\"s10\"><span class=\"s7\">&#8211; <\/span><span class=\"s7\">Elsevier still denies Open Access to almost 800 journals<\/span><span class=\"s7\">; <\/span><\/div>\n<div class=\"s10\"><span class=\"s7\">&#8211; <\/span><span class=\"s7\">and<\/span> <span class=\"s7\">the library<\/span> <span class=\"s7\">will only have perpetual<\/span><span class=\"s7\"> access to 75<\/span><span class=\"s7\">%<\/span><span class=\"s7\"> of Elsevier\u2019s journals &#8211; in terms of the journals \u201cvalue\u201d<\/span><span class=\"s7\">; i<\/span><span class=\"s7\">t is not<\/span><span class=\"s7\">yet <\/span><span class=\"s7\">clear<\/span><span class=\"s7\"> which journals <\/span><span class=\"s7\">this pertains too<\/span><span class=\"s7\">, as i<\/span><span class=\"s7\">t depends on the price of the individual journals<\/span><span class=\"s7\">, as set by Elsevier<\/span><span class=\"s7\">.<\/span><\/div>\n<p class=\"s6\"><span class=\"s7\">However, the agreement should be seen as the first step <\/span><span class=\"s7\">in the right direction, <\/span><span class=\"s7\">which we hope will lead to <\/span><span class=\"s7\">more <\/span><span class=\"s7\">reasonable agreements between Danish universities and large publishers like Elsevier.<\/span><\/p>\n<p class=\"s6\"><span class=\"s7\">Nationally<\/span> <span class=\"s7\">and<\/span><span class=\"s7\"> i<\/span><span class=\"s7\">nternationall, library budgets are still under huge pressure from price increases on licenses, by far exceed<\/span><span class=\"s7\">ing<\/span><span class=\"s7\"> the increases in public funding.
