Life nearly came to a standstill for s<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">everal <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">countries and we have experienced lockdowns <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">since then <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">to curtail the spread of the virus. <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">As I write this article, Uganda is under partial lockdown since 7th<\/span><\/span> <span class=\"s5\"><span class=\"bumpedFont15\">June 2021 as the second wave of the virus takes its toll. <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">The effect of such measures has devastated almost all <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">aspects of life, <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">but <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">also <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">fostered positive change in many<\/span><\/span> <span class=\"s5\"><span class=\"bumpedFont15\">sectors<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> :<\/span><\/span> <span class=\"s5\"><span class=\"bumpedFont15\">opportunities have come forth as we struggle for normalcy.<\/span><\/span><\/p>\n<p class=\"s7\"><span class=\"s5\"><span class=\"bumpedFont15\">In the education sector, <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">teaching and learning has been greatly disrupted and for a few months in 2020 went into limbo<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">. Sadly, while <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">most of the universities had running subscriptions to e-learning platforms like Moodle, Blackboard and Google suites<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">, the<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> adoption of e-learning <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">had remained slow. This phenomenon, <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">especially in public universities<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">,<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> has been attributed to several factors that include technological,<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">copyright, inadequate <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">information communication &amp; technology (<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">ICT<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">)<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> skills, mind-set challenges, etc. <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">(Mutisya &amp; Makokha, 2016)<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">. W<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">hen <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">in-person\/physical classes stopped<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> in Uganda<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">, universities reawakened amidst <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">scattered resistance from students <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">to implement online learning and retrieved the archived online learning policies, now <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">critically<\/span><\/span> <span class=\"s5\"><span class=\"bumpedFont15\">opportune<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s7\"><span class=\"s5\"><span class=\"bumpedFont15\">A lasting legacy <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">of the <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">COVID<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">-19 <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">experience and a key element of<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> online learning is the need for an electronic library collection. <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">Furthermore, the <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">need for remote access to library resources <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">as <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">we implement e-learning cannot be <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">overemphasised<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">. <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">University libraries in Uganda have been subscribing to electronic resources<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">,<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> both e-books and e-journals<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">,<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> for several years<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">,<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> through projects funded by development partners <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">(Kawooya, 2007)<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">. But <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">low usage statistics <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">(Kinengyere, Kiyingi, &amp; Baziraake, 2012)<\/span><\/span> <span class=\"s5\"><span class=\"bumpedFont15\">have been reported <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">over the year<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">s<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">. <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">For the academic library, <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">such a time <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">presents an opp<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">ortunity to review and step up our <\/span><\/span><strong><span class=\"s2\"><span class=\"bumpedFont15\">d<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">igital services portfolio<\/span><\/span><\/strong> <span class=\"s5\"><span class=\"bumpedFont15\">to improve <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">teaching and learning in <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">\u201c<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">new normal<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">\u201d times<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">.<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> \u00a0Besides the e-resources that are a characteristic of the academic library, there\u2019s need for other e-services<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">. This includes<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> e.g. conducting virtual information literacy sessions to equip library users with required skills<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">, so that they <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">confidently navigate the plethora of information resources <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">available <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">in the public space. <\/span><\/span><\/p>\n<p class=\"s7\"><span class=\"s5\"><span class=\"bumpedFont15\">A<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">s the library transitions into <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">unprecedented <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">mandatory online operations so does the need to equip the library staff with the requisite <\/span><\/span><strong><span class=\"s2\"><span class=\"bumpedFont15\">digital skills<\/span><\/span><\/strong><span class=\"s2\"><span class=\"bumpedFont15\">. These are meant<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> to support students and staff to adequately access and utilise the digital resources. <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">Such skills include, but are not limited to: <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">public relations<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> and customer care<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> with <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">an<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> online community<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">; <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">copyright education<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">; <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">social media engagement<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">; <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">working with faculty to link course content on the e-learning platforms<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">; <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">e-collection<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> \/ e-resources<\/span><\/span> <span class=\"s5\"><span class=\"bumpedFont15\">development; <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">and virtual reference <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">build-up<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s7\"><span class=\"s5\"><span class=\"bumpedFont15\">Whereas library service has been an in person service, the pandemic <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">challenges <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">this tradition. \u00a0<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">This entails<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> the need for a paradigm shift to <\/span><\/span><strong><span class=\"s2\"><span class=\"bumpedFont15\">remote library service<\/span><\/span><\/strong><span class=\"s5\"><span class=\"bumpedFont15\">. So how does the library in this part of the world continue to provide quality service to the library users<\/span><\/span> <span class=\"s5\"><span class=\"bumpedFont15\">where it is reported that only 28% of the population has access to <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">the Internet <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">at home and only 17% <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">have access to the computer at home <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">(ITU, 2021) ?<\/span><\/span> <strong><span class=\"s2\"><span class=\"bumpedFont15\">It is paramount <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">to be innovative and re-invent service models to meet the needs of the university community that is scattered all over the country<\/span><\/span><\/strong><span class=\"s5\"><span class=\"bumpedFont15\">. Therein is an opportunity <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">for electronic <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">document delivery of journal <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">articles\u00a0<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">and<\/span><\/span> <span class=\"s5\"><span class=\"bumpedFont15\">scanned chapters<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">, bearing <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">un<\/span><\/span> <span class=\"s5\"><span class=\"bumpedFont15\">mind<\/span><\/span> <span class=\"s5\"><span class=\"bumpedFont15\">that <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">such practices have <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">not been the norm<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> so far<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">. <\/span><\/span><\/p>\n<p class=\"s7\"><span class=\"s5\"><span class=\"bumpedFont15\">On the flip side, what does remote library service mean for library staff? Can library staff handle the tasks to be undertaken remotely? Just like the community served, they might be challenged with access to computers and Internet access. Thus, the<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> transition to remote <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">and increased digital <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">work <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">calls for <\/span><\/span><strong><span class=\"s2\"><span class=\"bumpedFont15\">increased university investment in technology<\/span><\/span><\/strong> <span class=\"s5\"><span class=\"bumpedFont15\">(<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">both software and hardware<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">)<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> in addition to access to the Internet to facilitate <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">usage <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">and sharing of documents.<\/span><\/span><\/p>\n<p class=\"s7\"><span class=\"s5\"><span class=\"bumpedFont15\">Continuous professional development <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">(<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">CPD) is <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">inherent to\u00a0<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">career development of any professional. <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">The<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> many benefits of physical conference<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">s<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> notwithstanding, the <\/span><\/span><strong><span class=\"s2\"><span class=\"bumpedFont15\">virtual conference<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">s<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> or workshop<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">s<\/span><\/span><\/strong><span class=\"s5\"><span class=\"bumpedFont15\"> presents opportunit<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">ies when <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">registration fees <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">make them<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> affordable and accessible\u00a0<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">especially for<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> professionals from low income countries<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">. The implication of this option is that several librarians can attend without worrying about accommodation, air tickets, visa costs and restrictions that we endure when planning a conference attendance outside your country. \u00a0I hope that a virtual option can remain an option for all conferences post COVID. \u00a0<\/span><\/span><\/p>\n<p><span class=\"s5\"><span class=\"bumpedFont15\">For all the opportunities<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> discussed<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> above, their success hinges on <\/span><\/span><strong><span class=\"s2\"><span class=\"bumpedFont15\">p<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">olicies<\/span><\/span><\/strong> <span class=\"s5\"><span class=\"bumpedFont15\">put in place to guide their impl<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">eme<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">ntation<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">, such as<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">:-<\/span><\/span><\/p>\n<div class=\"s8\">i. <span class=\"s5\"><span class=\"bumpedFont15\">e-learning policies<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> \u2013 to <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">regulate and govern e-learning<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">including use of \u00a0library e-resources<\/span><\/span><\/div>\n<div class=\"s8\">ii. <span class=\"s5\"><span class=\"bumpedFont15\">Library <\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">policies<\/span><\/span><\/div>\n<div class=\"s8\">iii. <span class=\"s5\"><span class=\"bumpedFont15\">Human Resources (HR) policy especially to cover the remote work arrangement, work related expenses for library staff working from home<\/span><\/span><\/div>\n<p class=\"s7\"><span class=\"s5\"><span class=\"bumpedFont15\">The concept of the library without walls has been brought closer than planned<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\"> for many libraries in the developing world<\/span><\/span><span class=\"s5\"><span class=\"bumpedFont15\">.
