This has resulted in the dispersion of efforts and inefficient services. It is believed \u00a0that information and documentation services have failed to streamline their operations and hence failed to \u00a0respond to constantly growing information needs ofstudents , teachers as well as various types of users .<br \/>\nThe alternative revolves around collaborative work: the preferred mode of action of an era of intelligence and complexity . Thus, the meeting is primarily designed to educate librarians and information on dangers arising from the absence of a framework for coordinating knowledge content that face our countries. In addition , this meeting will facilitate better adaptation to rapid changes resulting from the use of new information and communication technologies (ICT).<\/p>\n<p>The objective is to realize the dream of the Maghreb united \u00a0documentary services, ranging from a simple utopia to a concrete reality through implementating projects that are already underway , such as the proposed &#8221; Maghreb digital library &#8220;; and the project of creating academic libraries\u2019 networks &#8221; ISTeMag .&#8221; Cooperation in its various forms enables one to cope with difficulties inherent in managing technical and scientific information in each country.<\/p>\n<p>&nbsp;<\/p>\n<p>\u2022 <b>Themes<\/b> : history of knowledge sharing and inter-university systems across the Maghreb. St. Augustine, Ibn Khaldun and academic institutions such as Zeituna evoke the cultural traits common amongMaghreb countries .<br \/>\n\u2022 The conceptual framework of the cooperative dimension and management theories of collective intelligence, collaboration and cooperation , of federation and resource sharing.<br \/>\n\u2022 Academic, public and school libraries : reality and prospects of cooperation among Maghreb countries.<br \/>\n\u2022 Cooperation from an organizational perspective (networks, documentalit consortia , etc.) and partnership at national, regional , international and \/ or multilateral levels.<br \/>\n\u2022 New information and communication technologies &#8221; ICT &#8221; and modern management methods ( knowledge management, learning centers. Massive Open Online Courses, etc.) and the advent of Open Source and free sources.<br \/>\n\u2022 Cooperation from the technical point of view (union catalogs , union document processing , interlibrary loan, etc. )<br \/>\n\u2022 Human resource training in higher education , literacy and user awareness.<\/p>\n<p><b><span style=\"text-decoration: underline\">Participation in the forum:<\/span><\/b> Speakers are required to submit their proposals to the planners of the conference to include a summary of 300-500 words including the following data : 1. Title of paper, 2. Summary, 3. Function, 4. Institution, 6. Address, 7. Ceci a eu pour cons\u00e9quence la dispersion de leurs efforts et l\u2019inefficacit\u00e9 de leurs services. Ils estiment que ces services d\u2019information et de documentation n\u2019ont pas r\u00e9ussi \u00e0 rationaliser leurs modes de fonctionnement et par l\u00e0 m\u00eame \u00e0 pouvoir r\u00e9pondre aux besoins informationnels, sans cesse croissants, des \u00e9tudiants, des enseignants ainsi que de divers types d\u2019utilisateurs.<\/p>\n<p>L\u2019alternative s\u2019articule autour\u00a0 du travail collaboratif qui devient le mode d&#8217;action privil\u00e9gi\u00e9 de l&#8217;\u00e8re de l&#8217;intelligence et de la complexit\u00e9. Pour cela, cette rencontre a pour but essentiel de sensibiliser les biblioth\u00e9caires et les documentalistes aux dangers r\u00e9sultants de l\u2019absence d\u2019un cadre de coordination en mati\u00e8re de connaissance qui guettent nos pays. De plus, cette rencontre permettra de mieux s\u2019adapter aux changements rapides issus de l\u2019usage des nouvelles technologies de l\u2019information et de la communication \u00ab\u00a0NTIC\u00a0\u00bb.<\/p>\n<p>L\u2019objectif est de pouvoir r\u00e9aliser le r\u00eave de l\u2019union maghr\u00e9bine des services documentaires, passant ainsi d\u2019une simple utopie \u00e0 une r\u00e9alit\u00e9 concr\u00e8te \u00e0 travers la concr\u00e9tisation de projets d\u00e9j\u00e0 entam\u00e9s, tels que le projet de \u00ab\u00a0la biblioth\u00e8que num\u00e9rique maghr\u00e9bine\u00a0\u00bb\u00a0; et le projet de la cr\u00e9ation de r\u00e9seaux de biblioth\u00e8ques universitaire \u00ab\u00a0ISTeMag\u00a0\u00bb. La coop\u00e9ration, sous ses diff\u00e9rentes formes, permettra de faire face aux difficult\u00e9s inh\u00e9rentes aux services de traitement des informations techniques et scientifiques dans chaque pays.<\/p>\n<ul>\n<li><b><span style=\"text-decoration: underline\">Les th\u00e9matiques\u00a0:<\/span> <\/b>L\u2019historique de l\u2019\u00e9change des connaissances et des syst\u00e8mes interuniversitaires \u00a0entre les pays du Maghreb. Les figures de Saint augustin, d&#8217;Ibn Khaldoun ainsi que les\u00a0 \u00a0institutions universitaires telle que la\u00a0 Zeitouna, \u00e9voquent les traits d&#8217;union culturels entre les pays maghr\u00e9bins.<\/li>\n<li>Le cadre conceptuel de la dimension coop\u00e9rative et les th\u00e9ories de la gestion\u00a0 de l\u2019intelligence collective,\u00a0 du Travail Collaboratif et du Travail Coop\u00e9ratif, \u00a0de la f\u00e9d\u00e9ration et du partage des ressources.<\/li>\n<li>Les biblioth\u00e8ques universitaires, publiques et scolaires\u00a0: la r\u00e9alit\u00e9 et les perspectives de la coop\u00e9ration entre les pays du Maghreb.<\/li>\n<li>La coop\u00e9ration du point de vue organisationnel (r\u00e9seaux, consortia documentaires\u2026) et le partenariat aux niveaux\u00a0: national, r\u00e9gional, international et\/ou multilat\u00e9ral.<\/li>\n<li>Les nouvelles technologies de l\u2019information et de la communication \u00ab\u00a0NTIC\u00a0\u00bb et les m\u00e9thodes de gestion modernes (gestion du savoir \u00ab\u00a0knowledge management\u00a0\u00bb, \u00ab\u00a0learning centers\u00a0\u00bb\u00a0\u00ab\u00a0Massive Open On-line Courses\u00a0\u00bb\u2026) et l\u2019av\u00e8nement des sources ouvertes (Open Sources) et gratuites.<\/li>\n<li>La coop\u00e9ration du point de vue technique (catalogues collectifs, traitement documentaire commun, pr\u00eat entre biblioth\u00e8ques\u2026)<\/li>\n<li>La formation des ressources humaines au niveau des institutions d\u2019enseignement sup\u00e9rieur, \u00a0la litt\u00e9ratie et la sensibilisation des utilisateurs.<\/li>\n<\/ul>\n<p><b><span style=\"text-decoration: underline\">Participation au forum\u00a0:<\/span> <\/b>les conf\u00e9renciers sont tenus de pr\u00e9senter leurs propositions en rapport aux axes du colloque en y incluant un condens\u00e9 de 300 \u00e0 500 mots comprenant les donn\u00e9es suivantes\u00a0: 1.
