{"id":3561,"date":"2022-12-05T12:09:23","date_gmt":"2022-12-05T11:09:23","guid":{"rendered":"https:\/\/blogs.ifla.org\/lpa\/?p=3561"},"modified":"2022-12-05T12:16:46","modified_gmt":"2022-12-05T11:16:46","slug":"a-look-ahead-to-human-rights-day-2022","status":"publish","type":"post","link":"https:\/\/blogs.ifla.org\/lpa\/2022\/12\/05\/a-look-ahead-to-human-rights-day-2022\/","title":{"rendered":"A look ahead to Human Rights Day 2022"},"content":{"rendered":"<p><span style=\"font-weight: 400\">Each year on 10 December, <\/span><a href=\"https:\/\/www.ohchr.org\/en\/get-involved\/campaign\/human-rights-day\"><span style=\"font-weight: 400\">Human Rights Day<\/span><\/a><span style=\"font-weight: 400\"> celebrates the adoption of the <a href=\"https:\/\/docs.google.com\/document\/d\/1h5hZAwfwgIa1xjfryDkSI3g0PtczJV09\/edit\">UN Universal Declaration of Human Rights (UDHR) 74 years ago,<\/a><\/span><span style=\"font-weight: 400\">\u00a0as we are reminded that ongoing challenges to freedom of expression mean these rights must be continually defended. From challenges to library collections in regions around the world to geopolitical conflicts, the future of the human rights agenda is far from certain. <\/span><a href=\"https:\/\/www.cfr.org\/podcasts\/threats-free-expression-suzanne-nossel\"><span style=\"font-weight: 400\">In a recent interview, Suzanne Nossel from PEN America<\/span><\/a><span style=\"font-weight: 400\"> summed up why this is happening, and the implications,\u00a0<\/span><\/p>\n<p><em><span style=\"font-weight: 400\">&#8220;at this point I think what we see is a really aggressive counter movement to rewrite the rules, to undercut the norms, to put forward an alternative vision of international order that doesn&#8217;t have human rights as an important precept. That alternative order has some appeal in some parts of the world because there is so much uncertainty about what it means to respect freedom of expression in the digital age.\u201d<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400\">Libraries, librarians, and their collections have been a frequent target of repression in 2022, as they organised and adapted to address the challenges of the day\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Russia\u2019s invasion of Ukraine displaced library staff and <\/span><a href=\"https:\/\/www.unesco.org\/en\/articles\/damaged-cultural-sites-ukraine-verified-unesco\"><span style=\"font-weight: 400\">damaged libraries and collections<\/span><\/a><span style=\"font-weight: 400\">. Librarians established efforts to <\/span><a href=\"http:\/\/www.eblida.org\/libraries-for-ukraine.html\"><span style=\"font-weight: 400\">save physical and digital cultural heritage,<\/span><\/a><span style=\"font-weight: 400\"> and adapted library buildings to <\/span><a href=\"https:\/\/www.yahoo.com\/entertainment\/odesa-residents-flock-library-cafes-022352818.html\"><span style=\"font-weight: 400\">serve as shelter<\/span><\/a><span style=\"font-weight: 400\">s;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Amid the energy crisis in the UK, public libraries have scaled up \u201c<\/span><a href=\"https:\/\/www.thisislocallondon.co.uk\/news\/23138571.wandsworth-residents-can-keep-warm-libaries\/\"><span style=\"font-weight: 400\">warm space<\/span><\/a><span style=\"font-weight: 400\">\u201d programs for citizens struggling to afford heating this coming Northern Hemisphere winter;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Coordinated right-wing challenges in the US have resulted in librarians<\/span><a href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-news\/small-town-library-shut-say-culture-wars-closed-rcna39816\"><span style=\"font-weight: 400\"> losing their jobs<\/span><\/a><span style=\"font-weight: 400\"> or resigning due to pressure to remove some material from collections. There have been <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2022\/aug\/24\/idaho-librarian-resigns-ban-books-lgbtq\"><span style=\"font-weight: 400\">collection challenges<\/span><\/a><span style=\"font-weight: 400\">\u00a0<\/span><a href=\"https:\/\/www.npr.org\/2022\/08\/31\/1119752817\/local-libraries-have-become-a-major-political-and-cultural-battleground\"><span style=\"font-weight: 400\">in multiple states<\/span><\/a><span style=\"font-weight: 400\">. Some further examples are:<\/span>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The <\/span><a href=\"https:\/\/www.washingtonpost.com\/nation\/2022\/08\/24\/michigan-library-defunded-gender-queer\/\"><span style=\"font-weight: 400\">defunding of a public library<\/span><\/a><span style=\"font-weight: 400\"> in Jamestown, Michigan<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A librarian<\/span><a href=\"https:\/\/www.npr.org\/2022\/08\/31\/1119752817\/local-libraries-have-become-a-major-political-and-cultural-battleground\"><span style=\"font-weight: 400\"> threatened with losing her job<\/span><\/a><span style=\"font-weight: 400\"> over a book display.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Funding has been threatened due to resistance to censorship.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Trends toward \u2018challenged\u2019 or restricted collections that require special permission to access.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">\u201cGlobal internet freedom [has] declined for the 12th consecutive year\u201d, according to Freedom House\u2019s <\/span><a href=\"https:\/\/freedomhouse.org\/report\/freedom-net\"><i><span style=\"font-weight: 400\">Freedom of the Net Report 2022<\/span><\/i><\/a><i><span style=\"font-weight: 400\">. <\/span><\/i><span style=\"font-weight: 400\">Comparitech released <\/span><a href=\"https:\/\/www.comparitech.com\/blog\/vpn-privacy\/internet-censorship-map\/\"><span style=\"font-weight: 400\">visualizations of online censorship in 175 countries<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Internet blocks and shutdowns affected freedom of information in <\/span><a href=\"https:\/\/www.accessnow.org\/keepiton\/\"><span style=\"font-weight: 400\">Eswatini following 2021 protests<\/span><\/a><span style=\"font-weight: 400\"> In June, the UN Office of the High Commissioner for Human Rights <\/span><a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2022\/06\/internet-shutdowns-un-report-details-dramatic-impact-peoples-lives-and-human\"><span style=\"font-weight: 400\">issued a report outlining the impacts of internet shutdowns<\/span><\/a><span style=\"font-weight: 400\"> across 74 countries that have been documented by the #KeepItOn campaign since 2016.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">As we celebrate Human Rights Day this year librarians in many places, in different ways, find themselves on the frontlines of human rights, supporting communities seeking uncensored information and safe space.
