{"id":3678,"date":"2023-10-26T09:40:39","date_gmt":"2023-10-26T07:40:39","guid":{"rendered":"https:\/\/blogs.ifla.org\/lpa\/?p=3678"},"modified":"2023-10-26T09:40:39","modified_gmt":"2023-10-26T07:40:39","slug":"ifla-celebrates-open-access-week-2023","status":"publish","type":"post","link":"https:\/\/blogs.ifla.org\/lpa\/2023\/10\/26\/ifla-celebrates-open-access-week-2023\/","title":{"rendered":"IFLA celebrates Open Access Week 2023"},"content":{"rendered":"<p><a href=\"https:\/\/www.openaccessweek.org\/\">International Open Access Week<\/a> is upon us!<\/p>\n<p>The theme of 2023 is <a href=\"https:\/\/www.openaccessweek.org\/theme\">Community over Commercialization<\/a>. Libraries are places of community, and \u2013 as has been meme\u2019d online, <a href=\"https:\/\/www.theguardian.com\/books\/2013\/oct\/15\/neil-gaiman-future-libraries-reading-daydreaming\">possibly tracing back to Neil Gaiman<\/a> \u2013 are one of the few public spaces people can visit without being expected to buy something. \u2018The default setting of libraries is open\u2019 is another oft-repeated phrase. We are a place where people can come to access information, without charge.<\/p>\n<p>Open Access builds on the ideals of the library to address more specific issues of community and commerce. It is rooted in part in the logic that publicly funded research has already been paid for by the public, and should not be paywalled by private companies. This is evident in, for example, the US\u2019 <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2022\/08\/08-2022-OSTP-Public-Access-Memo.pdf\">2022 policy update<\/a> that all federally-funded research should be released OA. It also creates research publication and access opportunities globally, supporting researchers and the public to be engaged, contributing members of the scientific community. OA makes steps toward a world where scholars aren\u2019t limited by their institutions\u2019 resources and prestige.<\/p>\n<p><a href=\"https:\/\/blogs.ifla.org\/lpa\/2022\/11\/16\/reports-from-the-eurasian-academic-libraries-conference-2022-astana-kazakhstan\/\">As I wrote<\/a> after attending Eurasian Academic Libraries Conference (EALC), in Astana, Kazakhstan.<\/p>\n<p>\u201dHearing speakers from around Central Asia enthusiastically and the world discuss OA, repository development, and other related ongoing projects, it felt like I had entered a space where OA and related policies were the norm and traditional publishing modes were the alternative. It clearly showed the vitality and utility of OA.\u201d<\/p>\n<p>IFLA offers a variety of resources on OA, including our advocacy-oriented 2022 <a href=\"https:\/\/www.ifla.org\/news\/10-years-of-the-ifla-open-access-statement-a-call-to-action\/\">statement in support of Open Access<\/a> and <a href=\"https:\/\/www.ifla.org\/news\/ifla-publication-navigating-copyright-for-libraries\/\">576-page guide to copyright for libraries<\/a> (published open, of course).\u00a0 IFLA is in the process of formalizing its OA working group into an advisory committee, which will provide dedicated support to Open topics.<\/p>\n<p>Among the IFLA units and sections with an interest in OA, the <a href=\"https:\/\/www.ifla.org\/units\/clm\/\">Copyright &amp; other Legal Matters (CLM)<\/a> committee addresses the legal, contractual, and publishing aspects of OA, while the <a href=\"https:\/\/www.ifla.org\/units\/faife\/\">Freedom of Access to Information and Freedom of Expression (FAIFE)<\/a> committee supports OA\u2019s role in furthering human rights and information equity.<\/p>\n<p>IFLA\u2019s Academic and Research Libraries (ARL) section hosted a 2023 WLIC satellite conference with the theme of <a href=\"https:\/\/www.eur.nl\/en\/library\/ifla\/inclusiveness-through-openness\">\u201cInclusiveness through Openness\u201d<\/a>, emphasizing OA\u2019s value in \u201cequitable\u00a0<em>participation<\/em>\u00a0in the global research and scholarly communication system.\u201d<\/p>\n<p>At the conference, I was interested to hear about the <a href=\"https:\/\/www.eur.nl\/en\/library\/ifla\/inclusiveness-through-openness\/programme\">work on OA<\/a> being done around the world, including by services like the <a href=\"https:\/\/doaj.org\/\">Directory of Open Access Journals (DOAJ)<\/a> in addressing journal discoverability and curation.<\/p>\n<p>OA \u2013 and libraries \u2013 help us build community, and IFLA celebrates OA this week and beyond.<\/p>\n<p>So what can you do? For one, read and publish OA! Part of my goals before OA Week 2024 are to clear some half-finished publications off my own desk, and dig more into <a href=\"https:\/\/www.uclpress.co.uk\/collections\/open-access\">UCL Press\u2019 OA catalogue<\/a> (for example). Look to <a href=\"https:\/\/repository.ifla.org\/bitstream\/123456789\/2029\/1\/IFLA_OAStatement_2022_FINAL_4.pdf\">IFLA\u2019s 2022 OA Statement<\/a> an advocate for OA, and help build infrastructure and alliances!
