These are two questions\u00a0at the heart of a meeting convened by the <a href=\"http:\/\/www.urbanlibraries.org\/\">Urban Libraries Council<\/a> (ULC) when library leaders and education, philanthropy and non-profit leaders came together to discuss how to assess the effectiveness of library summer learning programs.<\/p>\n<p>ULC\u2019s new report, <a href=\"http:\/\/www.urbanlibraries.org\/filebin\/documents\/Public_Libraries_and_Effective_Summer_Learning_web.pdf\"><em>Public Libraries and Effective Summer Learning: Opportunities for Assessment<\/em><\/a> and the <a href=\"http:\/\/www.urbanlibraries.org\/filebin\/documents\/Exec_Summary_Public_Libraries_and_Effective_Summer_Learning_web.pdf\"><em>Executive Summary<\/em><\/a>\u00a0summarizes the discussions and includes strategic concepts, emerging models and tangible action steps to initiate assessment of library summer learning outcomes.<\/p>\n<p>Since 2013, ULC and the <a href=\"http:\/\/www.summerlearning.org\/\">National Summer Learning Association<\/a> have been working together to explore how public library programs could support \u00a0kids\u2019 summer learning needs. This is work has continued via support from our funding partner, the <a href=\"https:\/\/www.imls.gov\/\">Institute for Museum and Library Services<\/a> and our strategic partner, the <a href=\"http:\/\/www.metgroup.com\/\">Metropolitan Group<\/a>, a collaborator on all of the work that contributed to this report.<\/p>\n<p>Take some time to read about the examples and best practices which demonstrate how public libraries are maximizing summer learning opportunities and achieving learning gains for youth.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp; Are libraries positively improving the lives of the children they serve and how will they know?
